Key Responsibilities and Tasks:

Per the assignment purpose above, the Senior Economic Advisor will primarily engage in the provision of specific training materials and deliver Three comprehensive case studies on CEA. The main activities of the consultancy will include, but are not limited to:

Conduct literature review of relevant material in the area of interest.

Carry out meetings with relevant entities to identify Three projects to tackle them as Cost Effectiveness Analysis (CEA) case studies;

Review real project life cycle of feasibility studies available in the Transport Sector and choose the most appropriate real project in the Integrated System for Investment Plan Preparation and Monitoring (ISPPM) that fits to be integrated as case studies in the context of a comprehensive training on Cost Effectiveness Analysis (CEA). This will involve going in details through particular process or procedure that identifies both costs and effectiveness in Three different projects in the Transport Sector; including comprehensive identification of all relevant costs, and appropriate measurement of costs and effectiveness;

Perform CEA calculations on the selected projects and preparing the excel sheets with all detailed equations and results

Provide Conclusions on CEA in each case study that enables comparison of services or interventions regarding particular processes or procedures in terms of their costs, and it measures their effectiveness;

Provide all needed feasibility studies in relation to the case study;

Develop three case studies on three different projects and revise them with the Lead Expert of this activity;

Provide some theoretical and practical information/ literature review that can be considered a base for the training material focusing on CEA to customize them to the situation in Egypt;

Provide guidance on any necessary pre-training activities to be carried out by the training team.

Qualifications:

Required Qualifications:

PhD in Economics or Economic Development;

Advanced knowledge in Economic Development, Domestic Resource Mobilization, Public Financial Management, and Investment Appraisal with special expertise with governments in the Transport Sector;

A minimum of 15 years of experience in the field of economic research and focus on project appraisal analysis in the Transport Sector;

Demonstrated published researches, papers and case studies in the related topics.

Location and Reporting:

The Expert will work in Cairo and will closely work and coordinate with MESR’s Planning and Public Investment Objective Lead and with an assigned team of experts.
