Description:

Purpose of the position:

  • Ensure adequate organization of the medical activities by supervising and supporting technically medical doctors and supervising outpatient medical care to patients/beneficiaries according to adapted and up-dated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities:

  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in on calls if necessary.
  • Participate in the collection and analysis of epidemiological data and checking its validity.
  • Ensure ongoing training of the medical/paramedical multidisciplinary team and implementation of all MSF medical protocols.
  • Ensures professional confidentiality is respected.

 

Context specific Tasks: 

Management of the MD Team:

  • Take an active role into the briefing/debriefing of new medical doctors joining the project and make sure that the induction plan is properly organised.
  • Participate in project meetings with a clear agenda of topics discussed prior with the team and provide minutes of the meeting to the team.
  • Ensure the EMR system is correctly used and provide or coordinate with other department technical support when necessary.
  • Directly supervise clinical sessions of the medical doctors to ensure good clinical and soft skills applied in the consultation, including elaboration of a patient-centered treatment plan.
  • In collaboration with the medical case managers organize the external medical referral, get feedback about the cases referred and provide information to the medical doctors in charge of the case.
  • Participate in the organisation of delivery of medical certificates to patients, ensuring all medical doctors offer and provide medical certificates to patients, as well as writing medical certificates for your patients.
  • Perform annual staff evaluation, provide proper regular feedback on staff performances and come up with a joined objectives plan allowing the professional growth of each medical doctor.
  • Ensure all medical doctors follow up on their active list of patients appropriately.

Optimize Quality of Care:

  • Assess and improve the quality of the patient care management provided by the medical doctors by supervising the adequate use of the MSF protocols and by ensuring that standards and procedures are in place and followed up.
  • Provide consultation to patients to keep an active clinical role and to support medical workload (case consultation and follow up or complicated cases).
  • Organize regular patient’s file review with the MDs with the objective to assess the needs for technical support and allowing the improvement of quality of health care provided to patients.
  • Facilitate monitoring and evaluation of prescribing, labs and imaging investigations and outside referrals to ensure these are appropriate and aligned to MSF guidance.
  • Ensure that complex cases are raised to the attention of the MAM/PMR to generate case discussion.

Planning, monitoring, evaluating and enhancing medical activities:

  • Collaborate with other department supervisors to enhance a comprehensive and holistic care approach.
  • Participate actively to the improvement of the existing multidisciplinary team approach in the project and take proper action to maintain this approach.
  • Participate to the monthly, quarterly medical reporting providing quantitative data and qualitative narrative.
  • Participate to the revision or creation of the Standard Operational Procedure (SOP) for the project, ensure the implementation of the SOP and the follow up of the adequate use
  • Contribute to the development of the medical operational strategy regularly
  • Participate to external meeting when requested by the Medical Activity Manager.
Qualifications:
  • Educational qualifications:   
  • MD degree + the membership of Egyptian board certificate with minimum of 5 years’ experience 
  • Competency with ultrasonography equipment
  • Competency in family planning counselling and related interventions such as IUD and contraceptive implants insertion
  • Basic outpatient clinic management of OB/Gyn. Emergencies until referral to hospitals
  • Experience in SGBV is an asset
  • Experience with refugee/migrant health care issues is a strong asset
  • Basic competence in in Microsoft Office (Word, Excel)
  • Languages:  
  • Proficiency in English (written and spoken) is mandatory
  • Spoken Egyptian / Middle Eastern Arabic
